  • Recognise the business, legal and moral case for developing communication which is more inclusive. 
  • Talk up the benefits within the council.
  • Take small steps and keep trying.
  • Think about hard to reach services not hard to reach people.
  • Listen and involve communities of interest.
  • Build alliances with local people and like minded colleagues. 
  • Lead by example.  Apply the communication support principles yourself for others to see. 
  • Lobby at lots of levels as community organisations do.
